In the early Middle Ages, nobody cared about renewing forests and reforesting ever-dwindling forests. The first example of forest management efforts was the Majestas Carolina proposal prepared at the instigation of Emperor Charles IV himself. The town of Kašperské Hory receives a royal gift in 1345 forests in the territory of today's Kvilda, Mountain Kvilda and Zhůří. A substantial part of the area around Kašperk Castle buys the town from the emperor a few years later. Other forest property is being acquired by the city through the gradual purchase of property for hundreds of years.
Today, the City of Kašperské Hory is the third city in the Czech Republic with regard to the size of the municipal forestry estate, right behind the town of Brno and Písek.
